Suspect arrested in indecent exposure case near Kennewick’s Amistad Elementary

KENNEWICK, Wash. – The Kennewick Police Department (KPD) and Richland Police Department (RPD) worked together to arrest a 36-year-old man in connection with multiple indecent exposure incidents near Amistad Elementary School.

Investigations began after two incidents were reported on February 11 and 12, involving a male suspect offering money to a 10-year-old student. A third incident on February 19 involved a 9-year-old student who encountered the suspect exposing himself on 5th Avenue, police said.

KPD detectives said they collaborated with RPD, discovering a similar case on February 24 at a Walmart store.

Surveillance footage identified the suspect, Scott Lee Phelps of Richland, leading to his arrest on February 26 near 3rd Avenue and Rainier Street, according to KPD. He was taken into custody without incident and booked into Benton County Jail.

KPD is seeking public assistance to determine if Phelps had additional contact with children. Anyone with information should contact KPD or RPD.
