
RICHLAND, Wash. – The City of Richland is expected to approve a resolution to extend deadlines for Beef Expansion, LLC, the entity behind Old Trapper Beef Jerky, to develop a food manufacturing facility in Horn Rapids Industrial Park.
On May 17, 2022, the council authorized the sale of a 20-acre site at 2905 Kingsgate Way to Beef Expansion, LLC for $1.3 million to build a 50,000-square-foot facility, according to the city council’s agenda report.
However, Beef Expansion, LLC requested more time to design the facility and acquire necessary equipment, prompting the council to extend to submit building permit applications from July 5, 2024, to July 6, 2026, and the construction start date from July 5, 2025, to January 4, 2027, according to the resolution.
To secure the extension, Beef Expansion, LLC agreed to a $100,000 fee, refundable if deadlines are met. If not, the fee will be forfeited and deposited into the Industrial Development Fund, an amendment to the purchase and sale agreement said.
The city said in its report that Beef Expansion, LLC has repeatedly affirmed its commitment to the Horn Rapids development, despite challenges in initiating the project. The company, headquartered in Forest Grove, Oregon, currently employs approximately 600 people.
