KENNEWICK, Wash. – Michael Lee Fouse, a 32-year-old from Kennewick and repeat offender of graffiti offenses around the Tri-Cities, has been caught once more after failing to appear in court, Kennewick Police Department (KPD) announced.

Investigators said Fouse, who uses the graffiti moniker “Kapo,” is responsible for 68 separate graffiti incidents against mostly businesses and delivery trucks dating back to October 2016.

He was initially identified in May 2025 thanks to surveillance videos provided by a local business owner, KPD said.

In June, Fouse was charged with Malicious Mischief 1st Degree and Malicious Mischief 2nd Degree. However, KPD said he missed his court date, leading to a warrant for his arrest.

Detectives said they discovered additional graffiti linked to Fouse while he awaited his court appearance.

On Friday, a detective spotted Fouse in Columbia Park. Patrol officers responded and arrested him on his outstanding warrants.

He was booked into the Benton County Jail but bonded out shortly after, KPD added.
