
Pasco, WA – The Franklin County Board of Commissioners has released a report by the Washington State Auditor’s Office that alleges financial oversight issues at the HAPO Center in Pasco.
The report revealed that the management company, Simmons Venue Management, failed to adhere to contract terms from 2022, leading to financial discrepancies.
The audit noted that the county paid Simmons Venue Management $37,500 in 2022 and $180,722 in 2023, but did not ensure compliance with contract terms.
The company managed all financial activities and only provided profit and loss statements, according to the report.
The State Auditor’s Office attributed these issues to a lack of oversight by the previous county administrator.
“Staff in the County Administrator’s Office are responsible for monitoring the activity at the HAPO Center,” the report stated, noting staff turnover and inadequate contract monitoring.
The report underscored that the 2022 contract violated state law, requiring timely deposits and supporting documentation for expenditures.
The report concluded, “Without effective monitoring processes and support for the reported revenues and expenditures, the County cannot ensure it receives all amounts it is due.”
The State Auditor’s report recommended the county enhance contract oversight and seek repayment for any outstanding amounts from Simmons Venue Management.
The Franklin County Board of Commissioners will pursue these funds as advised, said a release.
