
PASCO, Wash. — The Pasco City Council is set to vote Monday night on a new interlocal agreement with the Pasco Public Facilities District (PPFD) for the management and operations of the new aquatics facility, according to the council’s agenda report.
A request for the city to provide ongoing management and operational support for the facility comes after a voter-approved 0.2% sales tax increase in April 2022.
The council previously approved a resolution on December 1, 2025, authorizing the City Manager to sign the agreement. However, the PPFD Board requested additional time to review the agreement and made some updates and clarifications.
The revised interlocal agreement was approved by the PPFD Board on January 20, 2026. City staff are now reevaluating the initial planned opening date in May 2026 to ensure all critical safety, operations, policy and staffing needs are met.
If the resolution is rejected during the council’s February 2 meeting, the PPFD will need to find an alternative management option, which could increase taxpayer expenses and lead to programming duplication, the agenda report said.
The $40.4 million project spanning 47,000 square feet at Road 108 and Boadmoor will feature lazy rivers, water slides, an outdoor activity pool with a climbing wall, an indoor/outdoor hot tub, locker rooms and more.
While outdoor amenities will operate seasonally, the indoor facility will remain open all year.
