Pasco City Council collaborates with consulting firm for city manager search

PASCO, Wash. – The Pasco City Council is moving forward in the search for a new city manager by engaging with GMP Consultants to assist in the recruitment process after the position became vacant in February 2025.

GMP Consultants, along with Prothman Company and TS Talent Solutions, were selected as the city’s executive recruitment firms. The City Council has tasked GMP Consultants with providing interim city management services to ensure leadership continuity.

Greg Prothman, president of GMP Consultants, delivered a presentation during the city council’s April 28 workshop meeting to discuss the desired qualifications and attributes for the new city manager.

“We’re looking for that very experienced manager who can come in, who has the background to run the city, a municipal corporation this size and successfully,” Prothman told the council.

Much of the discussion focused on compensation and benefits along with education and experience. Prothman and council members suggested a salary range of $230,000 – $295,000, a master’s degree and six to 10 years of experience in municipal management.

Council members also agreed the new city manager should establish residency for five to seven years in the city or areas where the city is looking to grow.

“I think we should absolutely make residency in Pasco a requirement,” City Councilmember Peter Harpster added. “You’re [city manager] going to be the CEO of this city, really, you should live in it.”

Prothman will take the council’s recommendations and suggestions and revise the brochure aimed at attracting worthy candidates for the city manager role. The first review of candidates is tentatively planned for June 1.
